The Loudoun County Government cares about the people that work here and serve the citizens of the county. We are committed to providing our employees with a comprehensive benefits package which includes an array of programs available to regular full-time, part-time and full-time, long-term temporary (12 months or longer) employees. Our benefits program reflects that commitment; blending a core level of protection with a variety of optional benefit choices. In most instances, new employees become eligible for benefits on the first day of the month following date of hire. We strive to be, and consistently are, competitive with the labor market and other public and private sector employers in the area.
The following general description of our benefit programs is for informational purposes only. It does not provide a full description nor is a guarantee of benefits. If any discrepancies arise, the summary plan description or plan document will govern.
Health Benefits
The Loudoun County Health Plan provides all regular full-time, part-time, and full-time, long-term temporary employees with a choice of two (2) medical options coupled with vision and dental coverage. Employees may cover their spouse, and/or dependent children up to age 24 providing they are a full-time student.
CIGNA Point of Service (POS)
For care coordinated by a Primary Care Physician (PCP), benefits are payable at the more cost effective, in-network level, generally 100% after the applicable co-pay ($10 per PCP visit; $20 per specialist visit). Otherwise, benefits are payable out-of-network (generally 80% of R&C) after satisfaction of the annual deductible ($200 individual/$600 family).
Prescription drug coverage is included with medical coverage. The following co-pays apply:

CIGNA Choice
CIGNA Choice is a Consumer Driven Plan and is comprised of the following components:

Loudoun County contributes dollars to an employee’s HSA account each pay period based upon the level of coverage selected by the employee. Employees may also contribute, via payroll deduction on a pre-tax basis. Those funds remaining in the employees HSA account at the end of the year will roll over to the next year. The HSA is also an interest bearing, portable account.
Prescription drugs are treated as any other non-preventive, medical expense and are subject to the deductible. Co-insurance applies thereafter, as follows:
- Generic: 10% co-insurance
- Formulary Brand: 20% co-insurance
- Non-formulary Brand: 30% co-insurance

Upon enrollment in either the CIGNA POS or CIGNA CHOICE plan, employees are eligible to participate in the CIGNA Wellness Program including:

The Loudoun County Government is committed to the health and wellness of its employees and has been recognized by the American Heart Association as a Fit-Friendly organization. Wellness initiatives include an employee challenge which rewards employees for action, awareness and achievement involving participation in a Health Risk Assessment (HRA), preventative screenings and a variety of other designated wellness related activities. Employees who complete the Wellness Challenge, Your Passport to Wellness, over the course of the Plan Year are eligible to receive up to $175 deposited into either his/her Medical Flexible Spending Account (for CIGNA POS participants), or Health Savings Account (for CIGNA Choice participants).
Vision Benefits
Another added benefit for Loudoun County employees is comprehensive vision coverage (both in and out-of-network) through Davis Vision.
Coverage for eye exams and spectacle lenses, and contact lenses in lieu of eyeglasses, are available once every 12 months. Coverage for frames is available once every 24 months. Out-of-network services are reimbursable based on the plan allowance for the type of services received.
Each of these services/materials is generally available for a $10 co-pay. However, plan allowances apply so there may be instances where additional payment is required.
Dental Benefits
Loudoun County employees enjoy generous dental coverage, both in and out-of-network, through Delta Dental of Virginia. Delta Dental pays benefits based upon the type of services received.

- Basic/Major: 80%*
- Orthodontia: 50%*
*Out-of-network co-insurance is payable based on reasonable & customary charges.
Dental services are subject to a $50/person, $100/family annual deductible. The costs of preventive and diagnostic services are not applied toward the deductible or annual maximum benefit of $1,250 applies ($1,000 lifetime maximum for orthodontia services).
Two (2) provider networks are available: Delta PPO and Delta Premier. Out-of-network coverage is also available.
Flexible Spending Accounts (FSAs)
Employees of Loudoun County may participate in the Health Care Spending Account (Medical FSA) and/or the Dependent Care Spending Account (Dependent FSA) through PayFlex. These are pre-tax accounts used to reimburse eligible medical and child care expenses.
Contributions are made on a pre-tax, per pay basis via payroll deduction. For the Dependent Care Spending Account only, the County contributes $1,000 per year on a prorated basis.
A VISA Debit Card from PayFlex is provided to each employee enrolled in a FSA Plan which may be used to pay for eligible expenses.
Eligible expenses must be incurred anytime from the beginning of the plan year, January 1st, through March 15th of the following plan year (14.5 month claim year). Reimbursement requests must be filed with Flex America no later than April 30th.
Deferred Compensation Plan (Retirement)
Loudoun County offers all regular employees and full-time, long-term temporary employees the option of participating in the Deferred Compensation Plan. Multiple investment options are available. Employees can contribute a portion of his/her salary, via payroll deduction and on a tax deferred basis. The county will match the contribution, dollar for dollar, up to a maximum of $20 per pay. Accumulated funds in the employees account are not subject to federal and state income taxes until withdrawn at retirement.
Virginia Retirement System (VRS)
Regular, 30+ hour employees of Loudoun County are automatically enrolled in benefits under the Virginia Retirement System (VRS). VRS provides pension benefits as well as basic life and accidental death and dismemberment (AD&D) benefits. Additionally, employees are eligible to purchase optional life insurance for themselves as well as for their eligible dependents.
Retirement benefits are determined by age at retirement, average final compensation, years of service, type of retirement, and position classification. Loudoun County pays the full cost of the employee and employer contributions.

Service Credit – Employees may purchase up to 48 months each of military, federal civil service, or other governmental service at the cost of 5% of current annual creditable compensation. Employees have three (3) years to enter into a contract agreement to purchase prior service.

Group Term Basic Life Insurance - Eligible employees are automatically covered for life and accidental death and dismemberment (AD&D) coverage equal to 2x annual salary each. This coverage is provided at no cost.

Optional Group Term Life Insurance – Eligible employees also may purchase optional group term life and AD&D coverage. Coverage is available in increments of 1x annual salary, up to a maximum of 4x annual salary. Coverage is also available for eligible dependents.
Disability Benefits
Core limited-term disability coverage is provided to all regular employees of Loudoun County at no cost. Core short-term disability (STD) provides a benefit of 50% of monthly salary, for a maximum of 60 days, after a 7 day elimination period. Core long-term disability (LTD) provides a monthly benefit of 67% of monthly salary, for a maximum of 12 months, after a 60 day elimination period.
A LTD buy-up plan is also available to eligible employees for purchase. Under the buy-up plan, benefits are extended up to a maximum of 36 months.
Leave Benefits
Regular Loudoun County employees working 20 hours or more per week and full-time, long-term temporary employees, are eligible for leave benefits. Accrual rates are prorated based on scheduled work hours.
