Mental Retardation Services Adult Foster Care and In-home Support The Loudoun County Department of Mental Health/Mental Retardation/Substance Abuse Services (MH/MR/SAS) provides an adult foster care program which places mentally retarded individuals in need of foster families with appropriate families in the community. A monthly stipend covers room, board, and living expenses to help care for the individual and make him or her feel part of a home environment. This office also helps coordinate in-home support services for interested individuals and families. The program provides early intervention services to eligible children ages 0-3 years and their families. A non-profit organization, ECHO (Every Citizen Has Opportunities) provides a work environment designed to evaluate, train, and place mentally retarded, mentally ill, and physically handicapped adults in supported employment options. Services include vocational evaluation, work adjustment training, sheltered employment, mobile work crews and supported employment options. Transportation is provided.
